EUKN-OECD Session at the EURegionsWeek: National Urban Policies: drivers for the implementation of the New Leipzig Charter

This event will explore the role of National Urban Policies (NUPs) in the implementation of the New Leipzig Charter. It will examine how NUPs’ role plays out in practice and how it could be strengthened in the future, focusing on the green transition. It marks an important milestone in the cooperation between the EUKN and the OECD, which began in June 2021 with the EUKN-OECD Week of NUPs.
Representatives from EUKN members Germany and Slovenia presented their experiences, sharing city perspectives and exploring principles for strengthening environmental sustainability.

With a BA in Liberal Arts and Sciences from University College Roosevelt (Middelburg, Netherlands), an MSc in Spatial and Regional Planning at Utrecht University and a postgraduate degree in Space and Service Design at the Thomas More School of Applied Sciences (Mechelen, Belgium), Adela has a multidisciplinary background. She joined the EUKN in 2022 and speaks fluent English, Polish, intermediate French and Spanish and basic Dutch.
Interested in visual and verbal communciations, Adela aims to translate knowledge into accessible content using an empirical approach. On an urban level, she is fascinated by green solutions, especially urban forests and the future of complex urban living which will need to adapt equally to the needs of people and the planet.
Currently working on:
Adela deals with all matters related to communications at the EUKN, alongside contributing to policy and project work.

Motivated to cultivate climate-resilient cities, Caroline is pursuing a MSc in Urban Management and Development to create tangible solutions for urban communities. Building on her BA in Political Science, she believes that policy has one of the greatest influences to achieve a sustainable reality for cities.
Through living in Canada, the US, France and now The Netherlands, she sees how different political ideals translate into planning realities. Alongside her internship, she is writing her Master’s thesis on the equitability of urban green spaces for residents in Paris.
Internationally oriented, she discovered her love of language as she grew up speaking English and French, leading her to pursue learning Spanish and Italian.
Caroline is joining the EUKN as an intern supporting the team through policy research and content through the organisation’s various activities.

Policy Research and Communications Intern
Elliot is a public policy researcher with a passion for urbanism and a research background in the policymaking practices of the European Union. He enjoys studying the creation and expansion of urban transport networks and is interested in assessing policy and regulatory pathways for continuously increasing the supply of sustainably-built housing in dense urban areas.
He holds a MSc in Public Administration, Economics, and Governance as well as a BSc in International Relations and Organisations, both from Leiden University. He has previous research experience in the European Union’s fiscal framework, its Common Foreign and Security Policy, and in the fields of non-proliferation and chemical security policy.
At the EUKN, he supports the team by assisting with policy research and communications work. Raised in both the United States and the European Union, he speaks English and German and has professional working proficiency in Dutch.

The French National Urban Policy, the Politique de la ville (City Policy), is specifically targeting deprived areas faced with socio-economic difficulties, so-called priority districts. It is characterised by a multi-partnership approach in the form of city contacts that are signed by the State, inter-municipality bodies and the concerned municipalities.

Germany’s National Urban Development Policy is a joint initiative of the federal, state and the local level. Its main strategic basis is the 2007 Leipzig Charter on sustainable European cities, which champions the notion of integrated urban development. The successor document, the 2020 New Leipzig Charter, emphasises the transformative power of cities for the common good.

The ‘Dutch Approach’ to urban development is a combination of fostering self-reliance and caring for the vulnerable, alongside striving for economic growth. While urban development is part of a broader policy, the National Strategy on Spatial Planning and the Environment (‘NOVI’) is the long-term vision on the future development of the country’s living environment. Its place-based approach strives to integrate urban, regional and rural policy.

Poland’s National Urban Policy is a strategic implementation tool that addresses cities directly. It aims to strengthen urban areas’ capacity to develop sustainably, create jobs and improve citizens’ quality of life. Emphasising place-based approaches, its main focus areas include spatial development, public participation, transport and urban mobility, energy efficiency, and adaptation to climate change.

The principles and objectives of a National Urban Policy are integrated into Slovenia’s national Spatial Development Strategy. The Strategy strives for a balance between competitiveness and cohesion, with cities playing particular roles as they contribute to polycentric development and higher competitiveness of a national territory, while providing fair access to jobs and services, public infrastructure and mobility services.

Three levels of government are involved in the design and implementation of urban policies in Spain: the central government, the Autonomous Regions (Comunidades Autónomas), and local administrations. In February 2019, a new National Urban Policy was approved: the Spanish Urban Agenda.
